Silica and OSHA Compliance – Has the Dust Settled Yet? OSHA Rules, Inspections, and Frequently Asked Questions

 

During the presentation, we will review OSHA’s federal silica regulations in construction and general industry that became effective in June, 2018 and September, 2017 respectively. There will be a cursory review of the two standards; employer’s options in exposure assessments; stakeholders’ frequently asked questions and enforcement memos; and what should be in an effective silica exposure control plan. Let’s look at trends in available OSHA inspection citations data for Pennsylvania employers and national counterparts. Lastly, compliance assistance resources and accessible outreach multi-lingual material will be shared.

Isabel DeOliveira, Regional Compliance Assistance Specialist, USDOL - OSHA

Ms. Isabel DeOliveira has been with the US Department of Labor, Occupational Safety Administration for over 20 years.  Her experience includes industrial and occupational safety, having worked in a variety of industries, including construction,  manufacturing,  warehousing, and healthcare settings.

She started as an Industrial Hygienist Compliance Safety and Health Officer (CSHO), performing worksite safety and health inspections and evaluations throughout all of New Jersey and New York City.  In June 2010, Isabel began providing outreach information as the Regional Compliance Assistance Specialist (CAS) for the Philadelphia Regional Office.  She coordinates all federal outreach activities in Delaware, Maryland, Pennsylvania, Virginia, West Virginia and Washington DC.  Her Portuguese and Spanish language skills are critical for effectively reaching many vulnerable workers.

Prior to working for OSHA, Ms. DeOliveira worked as an emergency medical technician, environmental consultant and for a building management company.

Ms. DeOliveira earned her Masters of Science in Occupational Safety and Health Engineering.  She has over 25 years’ experience in Occupational Safety and Health in Construction and General Industry.
